Seeking Expertise to draft the Southern Tier Workforce Housing Investment Framework
The Regional Board is seeking professional experts to define and draft a Regional Workforce Housing Investment Framework, that will identify scalable funding solutions to be utilized as shared resources across the region to increase both public and private investment. Components include:
- A Market Summary: with strategies tailored to the region’s unique needs and align with state and federal priorities. While high level analysis has been conducted by Southern Tier 8, a more targeted analysis from experts will help to fine-tune the framework and implementation strategy to identify critical needs and areas for targeted intervention, directly informing the framework’s established financing mechanisms. This will include a Priority Development Area and Infrastructure Analysis to guide investments that will unlock new housing opportunities and ensure infrastructure readiness.
- Partnership Strategy: to evaluate the ability of local stakeholders to support housing development, pinpointing gaps in capacity, opportunities to build on success, and ensuring regional solutions are scalable and sustainable.
This project is supported by grant funding in the amount of $200,000, with work to be completed by December 2026.
For consideration, Southern Tier 8 Regional Board is seeking responses through Thursday, December 18th, 2025 by 4:00 pm.
